Initial Meeting: UNEP Support for Environmental Management of the Iraqi Marshlands (Phase II-B) - Summary Report

UNEP DTIE IETC held a meeting with high-level officials from the Ministries of Environment, Water Resources, and Municipalities and Public works. The meeting, which was held in Amman, Jordan from 26-27th of July 2006, served as an introduction to Phase II-B of UNEP’s ongoing project "Support for the Environmental Management of the Iraqi Marshlands," funded by the Government of Japan.

Objectives

  1. To formally present UNEP’s overall Iraqi Marshlands project to senior officials from the Ministries of Environment, Water Resources, and Municipalities and Public
  2. To discuss the objectives and activities of Phase II-B with the Iraqi delegation
  3. To obtain input and advice from the Iraqi delegation on how best to undertake the proposed activities for Phase II-B 4
  4. To develop preliminary plans and timelines for executing the proposed activities under Phase II-B

Background

The Government of Japan has committed funds to UNEP’s ongoing project "Support for the Environmental Management of the Iraqi Marshlands," to continue some key activities from the first phase of the Iraqi Marshlands project. The contribution will constitute Phase II-B of the UNEP project.

The extension enables UNEP to continue its support of the sustainable management and restoration of the Iraqi Marshlands, with the following immediate objectives:

To provide safe drinking water utilizing environmentally sound technologies (EST) on a pilot basis in an Iraqi community

To build capacity of decision makers and community representatives on water quality management and safe drinking water provision

To raise the capability and awareness of local communities, particularly women, on the Marshlands environment and health impacts through local level initiative support

Outcomes

The meeting allowed relevant officials within each Ministry to provide feedback and input into implementing the project activities for Phase II-B. Each Ministry agreed to undertake specific tasks to ensure the success of the project. Specific items agreed upon include:

Phase II-B Pilot Site Selection:

The Ministries in conjunction with IETC devised a two-week schedule for selecting a site to implement the pilot project for Phase II-B. The MMPW will take the lead and apply technical criteria developed by UNEP to narrow the choices to 4-5 sites. Based on the initial selection the three ministries will meet with the National Coordinator to select an official site.

Phase II-B Technical Training:

All three Ministries agreed that it would be most useful to conduct pre-training in Iraq before any official training took place in Japan. This training would occur in lieu of secondary training and would serve as a screening process for participants. The participants who perform well in the pre-training would be selected to join the training in Japan.

Future Proposals:

The MOE submitted three proposals for possible future funding. UNEP DTIE IETC will evaluate the feasibility of approaching donors about funding for these projects.
